PAPS routinely uses short URLs and QR codes when coordinating with law enforcement and lawyers. This service opens that same infrastructure to anyone as qr.paps.jp.

A public short URL and QR code generator, free for everyone. Safety features:

• Automatic phishing / malware check via Google Safe Browsing v4
• Warning interstitial before links to adult / sensitive domains
• Abuse-reporting form and takedown workflow
• Access logs anonymized and auto-deleted after 6 months
